It's one element- probably a good one to start with. We can toss out half the population, and then focus on the other things that make this small group of men do what they do. I don't see a lot of point in wasting time on women when we don't need to. It's like the TSA searching your mom, rather than someone who actually fits a profile for problem behavior. It just makes sense to focus limited resources on folks who fit profiles- while keeping in mind that sometimes you'll have folks who don't fit the profile (although that will be rare).
