Last summer I went thru something like that with my elderly mother when I moved her back to her home state. The first name on her birth certificate was spelled wrong, so they wouldn't give her a state ID. Took about two months to resolve it, and I have 102 emails in my folder for that project. We had to get her original birth certificate record amended, and then get a new birth certificate. It was a close call, and for a while there I was afraid we'd have to go to court.
