For the property loss, there's the precedent of previous hurricanes in Florida. As I recall, Bush was shoveing money left and right after the pre-election Florida hurricane to make all the Florida voters happy. I'm sure the property losers in Katrina will be using THAT as a standard for how THEY should be compensated.

For his part, Bush has shown no hesitation to spend future administration's taxes "like a drunken sailor". It will no doubt pain him greatly to spend them on poor southern blacks instead of more wars and his oily buddies, but I'm sure he'll spend like Santa Claus.
