Thank you! There is NO way that our Congress hasn't been told this for years. That being the case, then WHY have they not been receptive to this plan? We are seeing that some in the DoD have even pushed with their feet against this plan.... Why? The plan seems brilliant and certainly makes sense to most of us.... What is the disconnect?
