The US certainly used to dump radioactive waste into the ocean. Don't tell the weeny Greenies around here, but lots of rusty barrels were dumped right next to the Farallones, just outside the Golden Gate. I remember the photos in Time Life Science books, looked rather crude.

"Between 1946 and 1970, nearly 50,000 drums of hazardous and radioactive wastes were dumped over a 350 square nautical mile area that overlaps the Farallones NMS."
