my take on it is that since intel's mpu profits can not justify the expected growth in profits (even with reduced expectation) Intel would try to score some points with diversified giants like NEC for future cooperation by selling chips at very deep discounts. Plus to that Intel wants to secure it's hold on Europe and Asia. And an extra benefit is that some of the business deals would be moved outside of jurisdiction of US DOJ.
Local OEMs would not like it. Intel, IMHO, is playing with fire
