When I was pierside in Cameroon a few years ago, next to a city called Dualla, we spent enormous amounts of money to have our waste pumped to tankers and hauled away for disposal. The U.S. Navy has rules and we abide by them. Literally one pier away, a French survey ship dumped everything overboard.

Not surprising, the waterways including pierside were super nasty, smelly and a deep murky brown. Worse, less than a mile away was a beach resort where locals went swimming, including little kids.

The French treat Africa like an open sewer.
