The CIA "Generals" running things asked for a Ranger Battalion and were turned down. We had heavier duty Choppers that they could not get either. They CIA believes they were within 13 miles of him.

What was going on was a "tug of war" between the CIA and the DOD. Centcom wanted control, and dragged their feet until they were able to overturn Bush's decision to have the CIA run things. By the time they did get control, Osama was gone.

The first thing Rumsfeld told his people when he got back to the Pentagon after Bush's decision was made was: "Don't you EVER leave me in a position where the CIA is in control again!"

This was more important than getting Osama.
