I am seeing a conflict between the two. When considering gender equity we see a disparity in the sexual harassment laws. In principle we don't want to have people's personal identity/values compromised when going out in public, especially in the performance of their duties. However, the current conditions make it possible for some to cause discomfort, through provocative teasing, while protecting others from the discomfort of an abusive reaction.

It wasn't my intention to trap you by something that you weren't arguing in the first place. You didn't specify a situation for saying "nice tits", so I wanted to provide some specific situations where it would apply as harassment, so that I could clarify the topic as much as possible. That is, the difficulty in making everything, equitably just and tolerable. Certainly, in some cases, like if you say it to your wife it might even be taken as a compliment.
