Clinton was delinquent on his end of the Carter deal, which made North Korea restart their nuclear program while Clinton was still in office. Meanwhile, Clinton was taking all of the credit for the warming of relations, but didn't pay any attention to the fact that he was cratering the deal.

Actually the program was re-started well into the bush tenure....but clinton had concluded that there may have been breaches and was completing the delivery of the LWR.
