California is a big state. SoCal and its surrounding environs are but a small fraction. Some of that is city/county controlled, some state, and some federal, as I'm sure you all know. Based on what I've read and heard so far, some of the smaller fires this month were man-made but seems like the bigger fires were likely from downed power lines in surrounding environs then the unusually extreme but recurrent Santa Ana winds worked their magic. The price discovery YTD in EIX stock price kind of supports that.

Nevertheless, there was a confluence of mismanagement at all levels of government which would not have prevented but likely mitigated the disaster with more competent people in charge, imo. Just consider the brain trust from the top down, Team Dementia Joe Biden, Gavin "Gruesome" Newsom, and Karen -gone to Ghana- Bass... before even considering the modern DEI approach to the LAFD.
