This seems strange...

This line loads a DOS driver for the CD

DEVICEHIGH=C:\WINDOWS\SYSTEM\CPQIDECD.SYS /D:IDECD001

But Windows doesn't need to load this driver from CONFIG.SYS at all.

But equally as strange, after loading the DOS driver, you don't load the DOS TSR that uses it. I'd expect to see a line in AUTOEXEC.BAT that looks like this

C:\WINDOWS\COMMAND\MSCDEX /D:IDECD001

Disable the loading of CPQIDECD.SYS by placing a REM at the beginning of the line. This will disable the unneeded, (and unused) DOS device driver. This may reduce Windows’ confusion about your CD drives.
