YES! That's the beauty of it. Portability of subscription regardless of technology or frequency.

I stood in a trade show booth in Orlando at the first PCS show in September 1995. I was introduced to Dr. J there by the President of large and well funded (by 'T') DE, who had (because of financing) selected cdma technology, and wanted a SIM in cdma. There was already a CDG whitepaper written (authored by the AG chair Leo Legaspi, then BAM/NYNEX) recommending SIM in cdma.

Dr. J. proceeded to explain that there was nothing that could not be done on a SIM that could not be done on a soldered in chip. Technically he was correct, with the single exception of portability (and the capability to authenticate to a GSM network in a roaming environment).

Please do not take this as a knock on Dr. J. I consider him to be the 2nd most capable business leader in America (JC #1 to me), and my 2nd favorite Dr. J (Dr. Julius Erving having given me priceless thrills).

In addition Q had to take on the manufacture of handsets (nobody else could or would do it in requisite volumes or timeframes). Adding a SIM to their prototyped designs would have delayed introduction by 6 months (pushing them into 1997) and available batteries relative to the state of the then art of cdma, would not have allowed talk time.
