Power-plant ban fails House panel; Senate backs 'good neighbor bill'

BOISE -- A proposed moratorium on coal-fired power plants was killed Wednesday in the House.

Lawmakers on the Environment and Energy Committee objected to some provisions, including making applying for a permit during the moratorium a felony.

Concern over coal-fired plants has arisen because Sempra Energy, a California utility, is planning a $1 billion facility in Jerome County.

And a Connecticut-based developer wants to erect an $850 million coal-gasification plant near Pocatello.

Separately, Idaho senators voted 26 to eight for a Democrat-backed measure requiring counties where power plants are proposed to inform residents in adjacent counties.

Senate Minority Leader Clint Stennett, a Ketchum Democrat, called the measure a good-neighbor bill.

It now moves to the House.

So applying for a permit in Idaho will not be a felony!
