I don't think Obama knows. Remember, his only contact with budgets is fund-raising and getting money out of governments. Getting money out of free enterprise is not part of his experience. He was raised by a communist sympathiser and has moved in hard-left circles all his life. This is a man who referred in his autobiography to working for a large law firm as "going behind enemy lines." How should he have learned anything about markets or trade? He's just testing various lines to see how they go over.
