"The price is no object" idea almost never rules, and it doesn't in this case. The argument that we should take some of that money and spend it on health care is a separate and more reasonable one. Whether we should or not is a complex question that includes issues of what the impact would be on the health care system, and what the result of not developing the advanced weapons would be.
