I agree with your entire post. I am a bit disappointed (and surprised) that the Whitehouse has needed this encouragement from congress. I am not calling Bush's efforts a complete failure, and hope for the best in the end. But his once crystal clear message is now muddled and wishy-washy. I guess it is "fight terrorism all the time unless the Europeans cry too loudly".
