Russia ... empty country with a lot of oil money in banks and nothing to spend it on. ..... shrinking population Why nothing to spend it on? hard cash can buy plenty of things. About the population -- a nation needs a growing or at least stable population in order to grow the economy, take care of their old people etc. It appears that rules may be different for big energy exporters. The fewer people they have, the more each will benefit from the oil wealth. They have enough for several generations, whether shrinking or not.
