If EU service operators are able to recover their 3G spectrum via a tax then isn't the spectrum free? Perhaps some clarification is needed. If a surcharge is allowed to be put on EU consumers to pay for 3g then there is very little time to market pressure from an investment perspective (perhaps a competitive perspective).

I can't imagine that EU service operators are more aggressive in their vision than USA operators, which would mean that one or two of them might find way to 1xEV sooner than later. The rest of them will be herd like.
