The communist party SOEs bosses -like the aviation industry that never took off and only spends money- wants Huawei to collapse. They might be lobbying for Xi not to compromise as this will do away with Huawei. Note that Huawei was born out of the failure of the SOEs to deliver higher technology. Huawei can be seen as an instrument of the communist party to show the Chinese SOEs that they needed to adapt.
