Still, there are powerful motivations to help the tribe locate its casino anywhere but the Hamptons, where traffic is already choked by tourists in the summer. The state has been negotiating with the tribe in anticipation of the recognition decision, which appeared likely after an initial ruling in December.

The announcement, made by the Bureau of Indian Affairs, will almost certainly change the way of life for the relatively impoverished tribe, whose 1,292 members live amid some of the nation’s wealthiest and most famous celebrities. The decision will become official after a 30-day public comment period.

With federal recognition, the tribe can build a “Class II” casino on its land that could have thousands of video slot machines, but no table games with dealers. The tribe wants to build a more lucrative “Class III” casino on land elsewhere that would be allowed to have table games, with the state sharing in the revenue.

That will require a gaming compact with the state, which is not likely to be a difficult step given Gov. David A. Paterson’s support for the tribe’s recognition.
