"The other issue with this 'solution' is that it only addresses part of the problem."

Too true. Not only for the reasons you note, but what is the point in pouring billions of dollars into refineries and their infrastructure when oil production has either peaked, or will peak soon?

Not surprisingly, its the Saudis who keep telling us that its a shortage of refinery space that is the problem and that they are on the verge of increasing production and announcing new reserves. Of course, to date, neither event has taken place.

The only real viable solution is to put in stringent conservation measures and lay the groundwork for next generation fuels. I've already posted my ideas on the subject several times, no sense boring people again. But there just aren't two ways about it.

Yup. Unfortunately, the current Congress only gives lip service to both efforts.
