Louisiana Locals have been complaining that the oil in the marshes appeared to get there stealth, underwater, having been treated with dispersant. They are telling BP to skip the dispersant so the oil will rise to the top so they at least have a fighting chance to herd and vacuum it. Son of Cousteau was just on CNBC saying basically the same thing. There are also saying the Coast Guard is just getting in the way in some cases.
