SIMs function properly. <g> Almost 400 million in daily use enabling (and storing for recall) over 2 billion wireless data G-Mails a month.

I honestly don't know if Q chips need modification to support a SIM. Perhaps and because of whats going on in 3GPP2 they are proacting to this.

Obviously a handset needs to support a SIM (the mold, the smart card reader and probably some chipsets to store the requisite and specified GSM authenticating algorithm. All of the major GSM handset guys (big 3) have already done this obviously, since they make GSM handsets. Interestingly enough, Q pit a SIM inside a cdma handset for the Vodafone CDMA/GSM Newbury Trials, so they have requisite experience. Other issues are battery consumption and form factor. On balance, the sale of the handset division by Q has many positive benefits. In this regard they don't have to worry about tooling for a SIM. Kyocera unfortunately doesn't have a lot of GSM experience but they did make a GSM enabled Iridium phone. An Italian ERICY subsidiary is making a SIM inside GSM/Globalstar phone and Q is of course involved with this.
