I agree with what you said Dave, except that as you know the flights were conducted in more than international waters. Of course EP-3E aircraft have conducted covert operations for decades and flights have been conducted for 50 years including those directly over foreign airspace. My point was that "first" Bush rattled the sabre and then a few days later got smart and apologized for the incident. Thus the 180 which was a good move on his part.
