If they were satisfied to keep their fighting there and to themselves, that would be one option to consider. But they aren't. So it isn't even an option.

The biggest, baddest thugs who would take over want to use it as a base of operations to dominate the entire Middle East and beyond, and cause terror around the world until they get their way.
