Perhaps I misunderstood what you implied about policy solutions if our foe is implacably dedicated to mass annihilation of anyone different from them, which is a psychotic concept for anyone to hold. We can't separate the fanatics from the sea they live in (the rest of the Islamic world) and we can't wipe them out without so much collateral damage that our standing in those societies would be hopeless undermined for generations. No easy answers. These conflicts usually end with a political framework that coopts the radicals once a military stalemate is clear to everyone, like much of Central America, Northern Ireland, etc.
