Come from? Why do they have to "come from" some place or thing? We simply decree that they exist - legally.

This is law we're talking about. Law. Agreed-upon rules for the interactions of members of a society.

If the Bill of Rights is decreed by God, why don't ALL governments operate by them? Why do they have a choice? We don't have a choice about being bound by the law of gravity.

If we don't, then the self evident truth that all men are created equal is a lie.
All men are in fact NOT created equal. That is what is self-evident. Some are stronger than others, some smarter, some better at dealing with other people.
Equal means equal before the law- -the law is required to treat all men the same. And that is clearly not true also; it is more honored in the breach.
