Reminds me of a Sam Kinneson routine. When he talked about sending food to starving Africans who liveed in a desert. He said "send U-Hauls there's no freaking food in the desrt".

It doesn't seem to make sense to have a city 9 ft below sea level which is next to the coast, a giant river and large lake which are all above the city. I say send U-hauls.
