Any "incentives" offered by the government do nothing but cause distortions and inefficiencies.

You won't get an argument from me on that. Still, if we're going to to have incentives, doling them out or withholding them on any basis unrelated to the explicit purpose of the incentive, such as punishing companies for outsourcing by taking away an energy incentive, compounds the problem by distorting the distortion.
