underinvestment in transmission is the result of KT's "pointy headed" economists running amok in the gubmnt ... supposed "de"regulation of the electric markets -- or the threat of it -- is what delayed needed investment.

How likely would you be to make an investment in something that might be transferred to some third party whenever the federal government gets the notion -- oh, don't worry, you'll be fairly compensated and everyone will be better off <s>
