I think lightning could have caused the problem ... I'm sure there are many places on the eastern interconnect where a single breaker opening at the wrong time would cause a cascade. It's a well known fact that the NE area is especially congested with respect to transmission.

Why do you think it was the 2nd place they started these pooling arrangements?
