In Iraq, no vehicles allowed and a 61% voter turnout... In the US, they get busses and give out free cigarettes and cannot even get a majority to the polls.... I'd say Iraq's constitution efforts are a success. Even more of a success if you learn about our efforts at our constitution which led to the Bill of Rights.
