What DoD is generally doing today is relying on surrogates such as Dyncorp, Steele Foundation, ISI of Oregon and a few other mercenary shops which are chockablock with recently retired Special Forces and Ranger types who can be dismissed by DoD in the typical "plausible deniability" if missions blow up in the operatives face.

The other new ploy which is starting to occur in Iraq is the hiring of Chileans who were associated with Pinochet's death squads to take over the urban patrolling activities in Iraq. The two-fold purpose being to reduce U.S. casualty counts and to again create "plausible deniability" about the Bush policy of "disappearing" intractable anti-American resistors within Iraq.
