In common parlance, all oil in the ground is recoverable because that is a function of technology, if not now, then some time in the future. You can think of "recoverable" as being a term of art. It doesn't mean "is somehow possible to recover if you don't care about the cost and difficulty", or "will one day be possible to recover with new technology".
