Of course agreed, they want us out, and we want us out. Removal of the coalition troops of course would be a sign of progress, since GB has said he won't remove the troops until the country can stand on its own. If that's all the survey implies, its just common sense.

That's not the same as saying they want the coalition out today. Removal as a 2006 event (post December election) seems like the hopeful timetable. And agreed I don't know why it takes more than 3 months to train Iraqi troops to handle the duties currently handled by the coalition.

Why do you assume they are not capable of building their own government without our presence?

They are capable of building some government. Saddam's regime was a government. To me it just makes sense we've gone this far, at least get a constitution up, elect a non-temporary government, and then depart. Not sure what exactly improves between now and April (next 6 months), but that seems to be the plan.
