The negative income tax theoreticians said look, there are many reasons why welfare is a terrible idea but we have lost that battle. The American people by a vast majority don't want people to starve, and believe government is the best tool to see that doesn't happen. Given that, what is the most efficient way to transfer money to the indigent? Their answer, use the income tax system. It's already in place, very small marginal cost to add this function to it, everyone is used to it, perfect. Politicians jumped on the idea, mangled it, and turned it into frosting on top of the welfare cake.
