I'll take a stab at it, but I'm far from an expert:

Html has tags-- XML has tags
Html is used to markup web pages
XML is used to markup anything.

For example, let's define a structure for names. It might look
something like this:
<NAME>
<FIRST NAME> John </FIRST NAME>
<MIDDLE NAME> Q </MIDDLE NAME>
<LAST NAME> Public </LAST NAME>
</NAME>
The structure and usage of NAME, FIRST NAME, MIDDLE NAME, and
LAST NAME should all be in some published document. That, I think, is
the DTD. There, I've just extended the eXtensible Markup Language.

I really think that's it. XML is nothing without the domain specific implementations, it's just a format for structuring data which happens to be extremely flexible.
