If Libby, Rove, etc. had testified truthfully to the grand jury, they'd all be serving long jail sentences. Their only hope to escape justice was to lie.

Fitz was asked repeatedly why he isn't prosecuting anyone for "leaking" Plame's name, and he said it was a shade of gray area. Not sure what that means - too gray for me! Later he did get directly asked something along the lines of whether he would be prosecuting anyone for leaking had Libby not lied, and he said he can't answer that partly due to the alleged lies. He seems to think Libby is the criminal here, and getting him on the indictments is equally as just as getting him on the leak charge.

I think the lack of indictment on Rove indicates he isn't facing any long jail term at all, and probably didn't even commit a crime.
