As the old Soviet Union was imploding we had the money, and they had the bombs. We initiated programs to take some of their scientists off the streets, but more should have been done, IMO, and Russians will end up being great allies and trading partners. Both Bush I and Clinton failed.

If a real reduction occurs during Junior's watch, it may be a success of the "only Nixon could have gone to China" variety, or inevitable. Currently I'm in the inevitable camp.
