If this is from the 1998 10K, how and why does it happen that reference is made to an event that ocurred in Feb 1999?

Are we also to understand that these are freely tradable shares without restriction?

It's also significant that he has elected to take shares instead of hard cash. I think...

And are these shares are on top of the other 5,000,000 shares that he granted to himself in 1998 for running up a $6,000,000 loss on revenues of just $900,000?
