Kerry saying "And I think I can wage a more effective war on terror than George Bush is" waging. Is smart. He's been claiming that Bush's Iraq mistake takes the focus off terror. If we do suffer one or more terrorist attacks here, as Condie Rice thinks we will, it will just validate Kerry's position. If not, it doesn't invalidate it.
