Bush will fail, however, if he keeps this up:

and doesn't make any major heads roll. People just don't find that credible, and will insist on a major investigation.

It's common sense, that mistakes were made, and need to be explained to the people of this country, who are to be the victims of future attacks. The administration takes the position that they have no explaining to do, under cover of "national security". But they have failed to make the case that they are somehow making the nation more secure. That term is no longer convincing reason to most Americans to avoid a larger inquiry, since there is little confidence in the intel community investigating itself with the current crop of Congressional intelligence commissioners.
