Interesting argument, Steve. Each president would get credit for one or two years of job creation after term expiration and not receive credit for the first year or two. Makes a great deal of good sense.

In so far as presidents should be given credit for job creation at all. But it's a good parlor game with more than a little policy substance and a helluva lot of electoral meaning.

As for Carter's low numbers at the end of his presidency, those were the result of lots of factors, not just the job numbers. Always the case.
