I don't follow your argument. You say

Comparing us with other nations over the 1990-2005, period we are doing better than Canada, Greece, Ireland, New Zealand, Portugal, Spain and Turkey, and not as well as Australia, France, Germany, Britain and the Scandinavian nations.

If you are not doing as well as Australia, France, Germany, Britain and the Scandinavian nations how can you state that The US has come much closer to kyoto protocols than any of these supposedly superior nations.
