JCP, North Korea didn't want to burn coal for the same reasons WE don't want to burn coal. B.S. The one thing preventing North Korea from using their coal is their inadequate rail system. Environmental concerns mean jack when the population can't even eat or keep the lights on. Tenchusatsu
