This isn't corporate order for more pencils, this is a paramilitary organization with rules for responsibility and conduct.

Further, she didn't just try once with an overlong letter. She pushed it repeatedly and claims there were deliberate blocks to her attempts at pursuing this direction.

That's different than negligence.

Worse, the senior officials who did the blocking have been promoted.
