Yes...I think it is impossible to expect that the smaller states like RI, DE, WY would ever vote to amend the Constitution to do away with the EC system....best that could be done would be to mount state by state initiatives to apportion EC votes according to popular vote.....or by district as in Maine. Even that I would think is unlikely.....
