I suspect that the whole "axis of evil" idea is simply an attempt to invoke the spirit of Ronald Reagan, who has of course been elevated to the status of divinity by men of Mr. Bush's political persuasion. As Reagan had his evil empire, so Bush will have his axis of evil. Never mind that it isn't really an axis, just a group of unconnected countries that make good targets, being so universally disliked that nobody is likely to point out that they don't really pose much of a threat. Never mind, also, that nobody is saying what is really so evil about them. It sounded Reaganesque, and that it what it was meant to do.
