NAIC OPENS REPOSITORY FOR DIGITAL FINGERPRINTS
KANSAS CITY, MO - The National Association of Insurance Commissioners (NAIC)
will begin a pilot project with five states; Alaska, California, Idaho, New York
and Pennsylvania, to store electronic fingerprints of licensed insurance
producers on starting May 2. 2005. According to Keith Kuzmich, Chief of the
Licensing Services Division at the California Department of Insurance,
participation in this pilot project does not require any action on the part of
agents and brokers.
Currently, the department submits fingerprint impressions of all license
applicants to the Department of Justice and the FBI. Effective May 1, 2005, the
department’s vendor Identix Identification Services (IIS) will also submit
fingerprint impressions for resident insurance producer license applicant to a
secured centralized repository maintained by the National Association of
Insurance Commissioners (NAIC).
At this time, only fingerprint impressions for those resident insurance producer
license applicants will be submitted. In the future, fingerprint impressions
for nonresident insurance producer license applicants may also be submitted to
the Repository.
There are currently five states participating in the Repository. These states
are Alaska, California, Idaho, New York and Pennsylvania. The Repository allows
licensed agents who later apply for licensure in one of the participating
states to have their fingerprints transmitted to law enforcement agencies in the
subsequent state where they are applying.
California has implemented an increase in the fee Identix Identification
Services (IIS) will charge all applicants from $74 to $76. Agents and brokers

2. LIVESCAN Digital Fingerprint Capture System Purchase
Chairman Airdo noted the fiscal year 2005 budget includes funds to replace our
existing LIVESCAN digital fingerprint capture system. During the last year the
Police Staff has been evaluating a variety of products available to replace the
existing system. Recently Deborah Sellyer, the Kane County Circuit Clerk,
informed us that her office had completed an RFP process and entered into an
agreement with IDENTIX, Inc. of Waconia, MN to implement a complete LIVESCAN
solution for all Kane County Law Enforcement agencies. Since we are partially
located in Kane County and we regularly submit Kane County arrest data via
LIVESCAN to the Illinois State Police we have been invited to utilize the
pricing from their RFP process. Police Staff and Chief Palmer have evaluated the
software and equipment presented by IDENTIX and determined that it meets our
agency needs. We also learned that IDENTIX is the preferred vendor of theഊ Cook
County LIVESCAN project and available for agency purchase later in the year.
IDENTIX will provide the fingerprinting software and hardware along with a
Dynamic Imaging Booking, photo capturing, archiving system, and a remote work
station for the Investigations section all covered by a one year service
agreement for the total amount of $39,569.00. That amount is $10,431.00 under
the proposed budget for this purchase. Based on the RFP efforts of the Kane
County Circuit Clerk, Chief Palmer has recommended the approval of a resolution
to waive the bidding process and enter into an intergovernmental agreement with
Kane County to purchase the LIVESCAN digital fingerprint capture system solution
as provided by IDENTIX, Inc.
